There is a bug in Exchange 2000 which yields a browser security error when trying to access public folders using OWA when logged in through a fully qualified domain name to an individual mailbox.

There is a patch available for Exchange 2000 server which fixes this bug. Download the modified navbar.js which fixes the permissions error while accessing the Public Folders in Outlook Web Access at:
http://www.exchange-mail.org/downloads.html

Replace the navbar.js file in the \exchsrvr\exchweb\controls directory
