Open Windows Explorer
Tools-Folder Options-File Types
Look for the file assoication URL:MailTo Protocol
Select Advanced
Select the open action and click edit.
Enter the command
"C:\PROGRAM FILES\MICROSOFT OFFICE\OFFICE\OUTLOOK.EXE" -c IPM.Note /m "%1"

(correct the path if you installed Outlook in a different folder)
