How do I restrict root access to just the console?

To prevent root from logging in, except on the console, remove the comment from the following line in /etc/default/login

CONSOLE=/dev/console

Commenting this line out, like this

#CONSOLE=/dev/console

Means that root can login to the system over the network or attached dumb terminal.
