Tivoli Storage Manager server fails to start with SQL2036N

Problem(Abstract)
Server startup can fail with ANR0172I , ANR0162W and SQL2036N

Symptom
The following error messages will be encountered when the Tivoli Storage Manager server fails to start:
ANR0172I rdbdb.c(2356): Error encountered performing action ActivateDatabase.
ANR0162W Supplemental database diagnostic information: -2036:**No State
Information Available (-2)**:-2036 (SQL2036N The path for the file or device "E:\tsm\tsmlog\" is not valid.)
There will be no helpful information in the db2diag.log. You will only see the server stop.

Resolving the problem
There are several reasons why the server fails to start, here are some possible reasons:

1) The volume X:\tsm\tsmlog is not mounted and available to the operating system.
Solution: Make sure the volume is mounted and available to the operating system.

2) The volume X:\tsm\tsmlog can be write protected on the SAN or you do not have correct permissions to write from windows.
Solution: Verify that the volume is not write protected and that the account starting the server has the correct permissions.

3) The volume E:\tsm\tsmlog is missing.
Solution: If the volume is not there, create it and make sure the DB2 instance owner has read/write access to the volume.
