1. Open CSS windows (window --> CSS Styles)

2. Click on the new styles (3rd button from left on bottom right corner of CSS Window

3. A new window opens. Name the styles something like myBG. Apply it to "this document" or write new style sheet file as per your choice/requirment. Click ok

4. Another window opens. Click on Background on the left side menu in this window. Specify a BG color (just in case the image doesn't load). Browse to the BG image file. Select No-repeat. And select fixed in Attachment. Click OK

5. On the status bar of dreamweaver click on the <body> so that it becomes bold. Then click myBG in the CSS window.
