Take your picture, and make sure it isn't locked. If it is then select all, copy and paste into a new document.

[li]Duplicate the layer,[/li]
[li]goto IMAGE|MODE|GRAYSCALE|DONT' MERGE OR FLATTEN[/li]
[li]invert the top layer[/li]
[li]change the top layer to color dodge.[/li]
[li]then goto FILTER|BLUR|GAUSSIAN BLUR|set it to 5.0 pixels.[/li]
[li]Merge down, or flatten image![/i][/ul]
