Any number of things can cause this error, but the most common seems to be missing dlls and/or registry entries that Microsoft Jet uses. Microsoft's Knowledge Base (article Q240377) explains more. Another cause can be a corrupt or incorrect version of mdac_type.exe. The following link: http://www.logofont.com/downloads/adofix/ will download a small application that will copy 3 of the most commonly missing dlls to the Windows\System (or WINNT\System32) directory, and create a system registry entry for each. Copy the Adoupdt.exe and all 3 dlls to C:\Program Files\dll on the problem machine, run Adoupdt.exe, and test your app. If the problem wasn't cured, check into mdac_type.exe.
