This question seems to appear in a few forums. I have checked elsewhere for FAQs but couldn't find one. Apologies if I am duplicating information.
There is a document available which explains how to deal with automation problems caused by the Outlook security patch.
Basically, you have to add a registry setting to the user's machine and install a security form in a public folder in Outlook. You can create a group which has the "stop programs sending emails" (or "stop asking me if I can access my address book") setting disabled and then add people to that group.
