Yes! You can get djgpp, which is a port of gcc, from

http://www.delorie.com/djgpp/

Which works very well with Windows.

Also, if you have a pentium, you can get pgcc from

http://www.goof.com/pcg/

Both of these work very well with Windows, for both C and C++ and cost nothing!

For visual apps, you'll have to download some libraries, but to get started, these are great!
