Microsoft has a 27-page white paper by Darla Hagerson on this topic. It covers converstion to 2000 from versions 2.0, 95 and 97. For conversion from 1.0, you must first convert to 2.0. Try this link:

http://www.microsoft.com/TechNet/Access/technote/conv2000.asp or
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q237313

If niether link works, try searching the Microsoft Knowledge Base:
http://search.microsoft.com/us/default.asp

using keywords "Access 2000 Conversion Darla"
