How to reduce 911 Mis-dialing on Mitel phone system

Here is how to reduce 911 mis-dials on a Mitel phone system if you are unable to change ARS access code from 9 to another number.

You need to change the current 911 entry to have "unknown" in the 'digits to follow' field. Check the "inter-digit" timer in either the COS of the sets(SX-2000/3300ICP) or Form 4 in SX-200/200ICP. This is how long the system will wait for more digits to be pressed on the set before processing the call.

Then you will need to build an ARS route that goes nowhere. This is done by using a COR group that includes all CORs. This means that no one will be able to use the route. This is a good thing!

Then create ARS digit entries for the list below to go to that route.
9110 + 0 to follow
9111 + 0 to follow
9112 + 0 to follow
9113 + 0 to follow
9114 + 0 to follow
9115 + 0 to follow
9116 + 0 to follow
9117 + 0 to follow
9118 + 0 to follow
9119 + 0 to follow

As soon as the caller enters an extra digit after 911, the phone system will reject the call (fast busy).

The down side is that true 911 calls will have to endure the inter-digit timer before going out. Remember to check this timer!!! Approximately 5 seconds for the inter-digit timer is suggested so that true 911 callers don't start to panic. 5 seconds may be a bit short for some users while making regular calls, but they will have to endure this inconvience to limit the 911 mis-dials. Make sure what ever the timer is set to is acceptable to you, your boss, and/or the legal department.
