The following FAQ addresses an issue where some but not all of your users are unable to access Outlook Web Access. Instead of being presented with their mailbox after logging in and choosing the default time zone, users are presented with the following web page result.

Viewing the details of the message reveals something like the following.

This issue is an Active Directory issue and not an issue with your Exchange installation. Luckily the resolution of this issue is fairly simple.

1) Open ADUC
2) Enable Advance features from the View Menu
3) Find the user and click Properties, go to the Security Tab
4) Click the Advanced button
5) Check the box next to "Inherit permissions from parent. . . "
6) Click Apply and OK twice
