OK. So you have a new installation of Exchange 2007 and you want to send a file over 10MB to someone. You have configured the transport, the send and receive connectors for higher limits than 10MB and you still can't send that 20MB illegal file download. I can solve it in 3 easy steps.

The 3 Easy Steps

1)Using ADSIEdit, go to Configuration -> Services -> Microsoft Exchange -> (org) -> Global Settings

2)Right click Message Delivery & select properties,

3) Clear delivContLength & Clear submissionContLength

I had to reboot the exchange server for this to take effect. If you wait 20 minutes or so, it will probably take effect.
