If you purchase a copy / licence of Exchange Server 2007, it comes with roles such as Edge, Hub Transport, Mailbox, Client Access.

Just like with Microsoft Office, this copy / licence is for one computer and you cannot install one role on one server and one role on another server.

In the same way, you cannot install the roles into different VMs on the same box.

One copy / licence, one installation. Unfortunate, but there you go. As a caveat, you can install Windows Server 2003 up to 4 times on the same machine as VMs. They just can't be Exchange Servers!
