Send As and Send on Behalf

Microsoft has an excellent explanation here:

Basically, "Send on Behalf" is configured by selecting the Delivery Options button on the Exchange General tab on the AD object.

"Send As" is configured on the Security tab on the AD object. The Advanced Features option under the View menu on AD Users & Computers must be selected to see the Security tab.
