XSL-Grid a table that will have some empty elements

I have a table in which some of the cells that will not be touched, so they will not have borders. However I want my Table to be grid-ed(for lack of a better term). I can add borders to the columns and populated cells, but I cannot get the rows to have borders. I have tried a number of different values and have searched extensively on Google. I don't get why this line will not border the rows: <fo:table-row border-width="1pt" border-style="solid" border-color="black">

Use the &nbsp; character entity to put a hard space in the empty cell.
 
I don't touch the empty cells right now, so I can't put anything in them
 
Have you tried the attribute empty-cells="show"? I think that should be the default. Then the cell has to have whitespace in it.

Is there a way to define the Cell border when I create the table? I am adding borders to the <fo:table-cell> objects. I would like to define it at the beginning, I just didnt find any references to that
