Xml schema for xlink

just wondering how i could write an xml schema for this line:

Every bit of a technology needs to be built step-by-step. How about showing us what you will do if those two attributes are not in the xlink namespace if that bit of the element bother you?

as far as i understand xml, if they were not in that namespace(xlink), the wouldnt work as a link. but i'm not really sure if i understand xml correctly.

Its working does not depend on you knowing how to write a schema for it. So with that logic, you don't need to know how to write the schema for that line.

note aside
The article is full of idea; but, it is oriented towards the future on a specific issue raised with the use of xlink. I wonder how one can find the solution to the xlink as such in there. I'm not trying to be difficult: somebody should show some effort, not sitting back and proliferating questions answerable or not.
