Windows 7 Permission issues

I have a Windows 7 client which is part of a homegroup.

There is one user who is an Administrator.

He only has Read/Execute on the C: root and other sub folders.

If I try and assign Full Control permissions I get access denied on certain files and it fails.

It means if he creates a folder on C:\ or on the desktop he cannot edit the files.

Has anyone seen this issue before and got a solution?

Doesnt sounds like it is set as an Administrator account.

Create a new account and see if the issue persists. If not transfer needed files to this account.

C: is normally the system drive, which means that the root C:\ is a protected folder.

There are other protected folders as well. These are not meant for user data.
