Win98 auto reboot?

My question is about an AMD duron 1200 PC.
I've installed it twice and there's twice the same problem.

The problem is, when I'm shutting down the PC it auto restarts itselve. It tells me that it hasn't bin shut down properly and starts scandisk. When I'm trying to shut down again the pointer is set at Restart and not on Shut down as I did last time.
