This seems like a connection problem with the SQL Database. CA has tried to connect to the database using BConfig.exe but there are issues with "creating" the database. CA updated me to SP3 fixing another issue with corrupt jobs which illicited the W3491 error. Reinstall? I have seen one other post regarding this but no solutions yet.
