Verification on Outbound Caller ID

Provider is telling me that the IP Office is the reason for not passing outbound Caller ID. The IPO is using an E&M Tie T-1 not PRI, so I cannot think of a reason for the trouble. I am 99% sure on this one and need to hear some feed back to see if I am 100% right or 99% wrong.
 
Run an ISDN layers 1, 2 and 3 trace and check the number it sends to line on the way out. If this does show a number then attack your provider with proof. Attacking the provider is sometimes a neccessary evil! ;-)
 
With E&M, the IP Office cannot send outgoing caller ID. This is a PRI feature only.
