How do i go about inserting a new treatment when i change a vector?
 
If you are using ASA use 4410 emulation. Do 'change vector x'. Press F6 (edit) then either 'i' (insert) or 'd' delete, space, then the line number you want to insert or delete.

Can you be more specific about what you're trying to do?

If you're just trying to insert a step above an existing vector step, press F6, then i and the step number you want to insert the step above.

For example to insert at step 7, you would type

F6 - i - 7
 
Press 'Esc f 6' for Vector Editing

escape, then f, then 6 to edit vector

i then hit help will return help (below for cm5)

Edit (i/d/v/c/u):
Enter: insert 1-99, variable A-ZZ, or delete/comment/uncomment 1-99[-][1-99],

Do users have to log out their agent logins for it to take effect?
 
No, it takes effect immediately.

Depending on the change that you are making, you might want instead to create a new vector, and then point all of the appropriate VDN's to the new programming after testing.

If you make changes to agents from the SAT, the agent must log out and log in to have the new skills.

If you make changes to agents from cms it is done in realtime and they do not have to log out and log in.

status station xxxx (voice terminal extension)
sataus station xxxx (agent extension)
list agent xxxx (agent extension)

go to last page to see what skills they are logged into.

Vector changes are real-time.

Agent skill changes are either real-time or pending; as AvayaTier3 describes.

If you are making the vector change in order to queue calls to a new skill, of course you must already have agents active with the new skill set before the calls will be delivered.
