Value is not valid in LOV

I have a report that is using Business Enterprise/Busines View. This report has multiple prompts for the user to select on in order to limit what is returned. They can select from one prompt or any combination of the prompts. The prompts are seperate List of Values and all fill dynamically which is working just fine. The problem comes to play when they only want to select a value from one prompt and all other prompts are left at the default "...", I get the error stating the value is not valid. Why is this happening and how can I fix it?
 
Are you trying to run a Crystal Report or a Web Intelligence report...?
 
I am running this report on a Crystal Server installation. Web intelligence is not installed.
 
CR-XI (and lower) doesn't support an "..." as an OPTIONAL PARAMETER - you need to provide an "ALL" value in your list then use a RECORD SELECTION formula to ignore the "ALL".

OPTIONAL PARAMETER is a new feature in CR-2008, but I don't know if it works with DYNAMIC PARAMETERS.
