Using TCP simultaneoulsy with MAC/Softwindows

I keep on getting an error message
"TCP/IP Protocol not available" when I try to enter certain web sites using IE .
I am using Softwindows 98 on my MAC (OS 9.1)
How am I able to use both platforms in IE without manually inputting IP addresses each time?
I am using DSL for a connection.
Any help appreciated.
