I have a 5000 installed and customer calls today and says that she can steal a call from the other user I did duplicate the process

Call rings into HG 2000 has user A in it extn 3036 has a over flow of HG 2003 that has user B as well as several other users in it user A is on the phone so it gets answered by user B then when user A hangs up from the call she's on it steals the call from user B and drops the her. you hear a couple tones when this happens.

I'll be watching this one. No idea what's going on but I'm interested to know the answer.

sounds like executive busy over ride.......that being said I have no idea how it could be used without input from station B .........

NO GOOD DEED GOES UNPUNISHED!

Is the phone that is Stealing the call designated as the main reception for the site?

Is is possible the stealing takes place at a specific time (instead of when user is hanging up). If yes is that timer 5 minutes

Overflow is not "overflow" on a 5000 - its more of a destination to play a RAD greeting (3300 terms)
You most likely have the 2nd hunt group in the overflow location, so the system is thinking that user B is a RAD greeting and when user A hangs up it then delivers the call to user A.
Either setup the 2nd huntgroup as the Recall destination or re-arrange the Members folder

Thanks for the nod sarond but lowradiation gets the credit.
