Unwanted file syncing over two servers

I'm at a loss of words on this. We have two servers here and we just copied a Microsoft Access file from one server to the other. What is now happening is, if we make a change in our database on our original server, it also changes the standalone file that was copied to the secondary server. I don't understand how this is possible, it's absolutely not a shortcut either. How is this happening?
 
Was the file that was copied simply a report file that referenced a master database?

We had a Time & Billing Access database where each user had individual (and identical) copies of an Access file that they used to input their time which updated the master database. The info in the master database was then reflected in each user's Access file so that any report that they wanted to run was up-to-date.
