I have a 2003 R2 TS server with 10 Device CALs. Can I add User CALs now, or am I tied to Device from now on?

TS licensing. User and Device same time? 1

The TS license server can have both per user and per device cals registered but... A TS can only accept one or the other, not both. So... you can have 10 per device cals and 10 per user cals in the license server but you would need 2 TS's, 1 configured for per device cals and 1 configured for per user cals. The following doc should explain everything you could want to know about TS licensing.
