how can i make a title that scrolls to fade in at the bottom and fade out at when the text reaches the top...like credits.

ALso, If anyone one know any place to download premiere effect or if anyone thinks they can do some tricky, visually appealing stuff with premiere. Please post ur tricky stuff.

get After effects and the tricks aren't quite so tricky...
However if you don't have access to it then create a photoshop image to your screen ratio and select "all", save selection as alpha channel and deselect. then add a black bar at the top and bottom of the frame and gaussion blur it hardcore. save as native psd and import into Premier. set transparency as alpha and drop the frame over your scrolling credits. you should have credits that now appear to fade in at the bottom and fade out at the top. it's really not that tricky. play with various selections in photoshop if your text doesn't disappear entirely. by the way this trick with alpha channel works in colors too, for trippy feathering effects. Adobe did a great job of integrating all their tools with each other.
