Tiling Shared Border Image

I would like to take an image that measures about 1" W X 1/2" Tall and tile it down the left shared border so that it runs the full length of any page in our site. Of course each page in the site is a different height so the tiling would have to vary depending on the height of each page. What can I do to accomplish the task?
