Tie Program

Is it possible to program an outgoing and incoming Tie line on two different slot in option 11C.
I have a system that is linked to another system via tie line with universal trunk so I will say SiteA is were I sit, and SiteB the other end, in siteA slot 3 have NT8D14AJ and slot 4 have NT8D14CA,I can only receive calls but can't make a call to the other end,now when I swap the cards I can make a call but I can't receive call from the other end. Could this be a card or cable issue.
I don't have the program for the other site.

it could be a card issue but not a cable issue.. the only way that could be a cable problem is if your using more then one pair per trunk.. (e&m).. be sure that they are both iao (in and out) on the routes.. but the trouble seems to stay with the card not the software..

if the trouble follows the card.. it's the card.. if the trouble is always on the same slot.. the card is good but either layer 1 (cable) or layer 7 (application..ie rdb or trk) is usually to blame.. a trunk with a single pair has to have correct wiring to talk in either direction.. a trunk with 2 or 3 pair can have an open transmit or rec... old 2 wire e&m had two pair and 4 wire had 3 pair.. transmit pair, rec pair and signal pair.. very few of those left, thankfully
