there is no dial tone when dialing any number

Sounds normal to me, you hear dial tone "before" you dial, not after.

Are you trying to call using handsfree on the i2004? You would still have to press the button beside the extension key to get dial tone.
Is this what you are looking for? If not can you give a better desciption of what you are trying to do?
