Terminal server software?

To build a dedicated Terminal Server, can I simply use Windows 2003 server software and add Terminal Services licenses?

Or, is there still Special Terminal Server software (like ther was in NT 4.0)?
 
Essentially, you're saying that I need only Windows 2003 server software, and the appropriate number of Terminal server licenses?
