System's default character encoding

How can I change character encoding for the system,
I can view it by 'locale' command, but I haven't find
out how to change it.

Some distributions have tools for you to help change the locale. I'd suggest googling around for the information.

You can change the value of LANG to something in the directory /usr/lib/nls/loc
