System speed dial 1

Is there a way to allow all stations access to system speed dial regardless of the cor of the station.I have courtesy phones that are restricted to in house only. But want them to be able to use system speed dial.

If you "change abb system" and set the "Priveledged" flag to yes then all users should be able to use the list regardless of whether their COR allows them to make the call.
