Can I remove -some- sheet rows?

Format-gridlines-sheet rows is an all or nothing situation.

I need the first X number of sheet rows blank (none), not all of them.
 
Your question doesn't explain what you are trying to do and why. You simply described something that isn't appropriate for your situation but (again!) not why it isn't appropriate.

If you only want to display the first 15 rows then

1. Insert the ID column on the left.
2. Click on the AutoFilter button (the funnel)
3. Click on the triangle that appears above the ID column that you just inserted
4. Click on "(Custom)"
5. Select "less than" and enter 15 (or whatever number is appropriate)
6. Click on OK.
 
When you say "sheet rows", are you referring to the data table in the left pane of the window, or the gantt chart in the right pane?

Please remember that MSProject doesn't function the same as MSExcel, although the tables may look similar.
