Setting Conference Room Resources

I'd like to setup conference rooms that can be booked through exchange. I've set up rooms as Public Folders with email addresses, but I'd like the rooms to reject meetings if they are already booked and I'm not sure how to do this. I've read posts that say to login to exchange as the resource, but the mailbox has no password associated with it since it's just a public folder.

Also, when scheduling a confernce should the invitation be sent the conference room as a required attendee or as a resource?
