Server Processor Issue

I have an Intel 550Mhz Pentium III processor in the IBM Netfinity 5000. The boot process recognizes only a 500Mhz processor. I have consulted with the hardware manual and the switch settings for either processor speed does not address the issue. I have also added an identical processor and find that it is not recognized. Message " SMP system with 1 processor... BSP is P1, no AP present. Seeking guidance
