Scrolling text field loaded from external file.

I have a WEB page where the front page is a table and has pictures etc in the various cells. We want to show some news in one of the table cells. My thought was to show a text field in the cell that is loaded from an external file. And, this text field would have scroll bars if/when the external file data is greater than the text area in the table cell.

How can I mechinize this?
