Same CLID for same Agent

I have got a SCCS 5.0 and I need to program this situation:
One custemer call to my call center and his call is answer by an agent, if that same customer call again to my call center in 24 hours, i would like the call were to the same agent
 
You need a CTI solution, like CCT 5.0 or 6.0 toolkits can provide you.
Without that it's not possible.
 
Yes, it would be possible with HDX but you'll need to have more than just a database. Whatever you use will need some decision-making ability.
 
If you have SCCS 5.FP1 or CCMS 6.0 you don't have to develop any HDX softvare. You can use DIW (database integration wizard), a Nortel created tool for HDX integration.
