Running javascript from a browser when working "offline"

I have a customer who has a PC running Win95, and MSIE (5 I think). He has his PC connected directly (ie 2 network cards linked together) to a Linux box which is running Apache, and Perl.

He has some HTML/JavaScript pages on the webserver which he would like to test directly from his browser (on the PC). The problem is that he cannot call up the pages from the server unless he has his browser set to work offline, but JavaScript doesn't seem to run under this setting.

Does anybody know of a work around for this?
