Ring valume for Incoming calls

During the daily operation, something got my attention: no matter digital phone 44xx or 54xx, or IP phone like 16xx, the ring volume button on some of phone has been set to minimum (pressing "-" sign until no rings). my boss doesn't want users doing that way but I can't find any related configuration through system manager to disable the user mute ring tone. any good suggestion, many thanks in advanced.
 
Have the boss tell people "turn your phone ringer down and you're getting sacked" problem solved :)

 
On IP Phones this can be set in the 46xxsetings.txt file.

 
So will this 46xxsetings.txt file only works for 46xx model? what about other IP models and how to edit this kind of txt file? thanks!

It works for all IP phones.

It's a text file that is located in the HTTP server.

Download it from there, open it in wordpad, change the setting (you will find it) en put it back to the HTTP server.
Then, reboot all IP phones.
