On 6.1 and above in line programing there is a setting for Dist ring. But there is a total of 4 for the system and 1 would be reserved for the sets.

The cadence, though, is dictated by the CO. We've had that issue in the past with some carriers. They were sending a double ring instead of one long ring. Users were answering "Yeah, what?!" thinking it was an internal call.
