The last time with Powerdesigner it was with version 15.??.
Now I'm using release 16.7 and when reverse engineering an Oracle or SQL Server database from the database or from a script it generates references in the model and not foreign keys.
As far as I know release 15 worked foreign keys.
I have seen that when you want to generate a create database script it will generate foreign keys in the database from the references in the Powerdesigner model.
Why this change if database companies still talk about foreign keys?
Is it possible to have reverse engineering create foreign keys instead of references?
