Recycle Bin does not keep all files

Hello, I have a user that is connected to a Novell Netware5 network with a Win95 PC.
The problem is that the Recycle Bin seems to only selectively keep files, and discards the others.
I checked to make sure she wasn't deleting a file from a floppy, or a network drive. The files in question are all being deleted from the local C:\ drive.

Basically, she will delete multiple files, and only maybe a third will appear to be kept in the Recycle Bin. The file extension does not seem to matter. I have personally tested this, and have confirmed that this is the case.
I did not notice any correlation about deleting files from different folders, or all in the same folder.

Any help would be appreciated.

Just a thought, but what are the sizes of the files that don't get saved? some files are "too large for the recycle bin" and won't be saved there when deleted

The file sizes went from a couple KB to 200 KB, to 2MB.
That's a good idea, but we are mostly talking about fairly small Word/Excel and Wordperfect/Lotus files.
