Quota Settings are overridden

Hi all,

I have a user who is over 4 MB of his actual quota so when i sent her an email w/ attachment the mail bounced back. But when i sent her an email with no attachment, the message was delivered to her mailbox.

How is this possible? Do i have to do some other things to make quota really work?
