problem with mute button

i have a customer who on all of their phones have tried using the mute button while on speaker which works, but when they are using the handset the mute button does not work. what would be the cause of this?

While you can mute the hands-free microphone on Partner ETR telephones, there is no button to mute the handset. Options include covering the mouthpiece with your hand placing the call on hold.

Or you could get a specialty handset that has a push-to-mute or a push-to-talk button. Most phone sets that have a mute button only work with the speaker function!
