Problem with IVR and MICS.

I have a customer who just recently installed an IVR that connects to the MICS (v6.1 or 7.0 can't remember) by emulating digital extensions. We have 4 DN's connected to the IVR and the POTS lines are programmed to ring on those DN's which are answered by the IVR. All works well until they try to do an off premise transfer via an option in the IVR greeting, which is used by an on call foreman (ex: press 3 which transfers to ext 240 which is call fwd to outside number). Volume is low on the off premise end. I do realize this is a common issue. One solution I offered was to add line transfer to the POTS lines and have remote activated call forwarding added to the lines as well. This would eliminate the transfer out by the Nortel b/c the transfer would be handled by the Telco. I have done this for other customers and it works great. The problem is the IVR has to do a hook flash which will trigger the transfer at the Telco CO. The IVR vendor says the IVR cannot do a hook flash. Does anyone out there have any suggestions?
 
The low volume is most likly on analog lines see if they can move to a PRI then the volume should be no issue.
 
This I know. Too much $$$. Customer does not want to spend that much. Phone bill would go up plus parts and labor.
