Power users and USB drives 2

Can I allows a power user on xp to use a usb drive they can unplug and plug in any time they want to. Currently the default setting of a power user doesn't let them install a USB drive.
 
What is the USB device that is in question? I would think as USB is PnP that it should just work, power user or no. But, if this perhaps is a device that needs to be installed such as a USB printer, then you will most likely have to be the administator of the machine. But small USB devices such as a pendrive or USB mouse, keyboard, etc should have no problem working.
