Ports: opening, recieving data, sending data

How would i go about this? i need to open a port, say 4000, then i need to be able to get someoen to connect to it, and be able to do data transfer between that person.

If someone could please post an example of how to open a port, and send/recieve data from the connectee, i would be extremely happy!
