I am trying to configure port security on a 2970. The port is configured with one particular MAC address and that is the only one that I want working. So after entering those commands for port security with a MAC address, I can power down the switch and plug a new device in that port. After turning the switch back on it grabs the new MAC address and allows traffic flow with the new one. I do not want this to happen as I would like to have the port shutdown if a new MAC is introduced even if the switch loses power. Any help would be greatly appreciated as I am not a switch guru.

Are you using sticky mac? Those lines should read something like this, for example (and make sure to save the config before the reboot test):

switchport port-security mac-address aaaa.bbbb.cccc
switchport port-security max 1
switchport port-security violation shutdown
